Fast Facts about Theo

Biography

  • Lives in the Sunset Park neighborhood of Croton-on-Hudson with his wife, Sarah Deri Oshiro, and their two daughters, a fourth grader at CET and a sixth grader at PVC. 

  • Obtained his BA from NYU and his Master’s from the University of Chicago.  

  • Emigrated from Lima, Peru, when he was four years old.

Professional Experience

  • Extensive leadership skills: Theo is the leader of a major New York State not-for-profit. In this role, Theo manages the complexities of an organization with a $32 million dollar budget, including: (1) financing decisions and how best to allocate capital, (2) budgeting for policy and service goals while also maintaining strong reserves, and (3) investing in the people who make up the organization.  

  • Advocacy with demonstrated results: Theo has over 20 years of professional experience in: 

    • ADVOCATING for and OBTAINING New York State aid to invest in NY communities.  

    • WORKING with community leaders and New York State legislators in state and local budget processes.

    • CREATING and IMPLEMENTING health, immigration, worker justice, LGTBQ and education policy at New York State and federal levels.  This entails working with community members to understand their needs and helping create and pass policies that will address these needs.

Volunteer and Service Experience

  • Worked with Croton Covid-19 Emergency Relief Fund to get four rounds of cash aid to Croton families impacted by the pandemic. 

  • Extensive board experience: Theo serves on the board of the National Partnership for New Americans and is a member of Westchester County Hispanic Advisory Board, where he provides recommendations about policy to the County Executive and the Board of Legislators in Westchester. Theo is also on the board of Non-Profit Westchester.
